2021 Design Professional Services Agreement with GHD Inc.
RECOMMENDATION:
 
Approve an on-call Design Professional Services Agreement with GHD, Inc., for the Middle Fork American River Project in the amount not to exceed $300,000.
BACKGROUND:
 

The Power System Department uses professional design engineering services to enhance or supplement existing staff services used for the Middle Fork American River Project. These services are necessary and called upon in support of various projects where time is of the essence or specialized services are needed. This agenda item proposes a Design Professional Services Agreement with GHD, Inc., for  hydro-engineering, encompassing structural, geotechnical, geologic, and civil engineering services.  These services will be issued by task orders.

 

GHD, Inc., has worked on teams for various Agency civil engineering design and analysis projects in support of the Technical Services and Power System departments.  Additionally, GHD Inc., has provided hydro-engineering services to a number of nearby regional water agencies and irrigation districts. They are a responsive, qualified, and capable firm. Their team is knowledgeable about the complications of structural/civil construction projects related to hydropower facility designs in the foothills, and provides an essential service to maintain and protect power generation facilities.

 

Task orders that will be issued, pending approval of this agreement, will include structural analysis and design of the Middle Fork Powerhouse Pedestrian Bypass, support of the Ralston Penstock Access Improvement Installation, and other structural/civil tasks as needs arise.  These services are only utilized when and if needed and are not a guarantee of work.

FISCAL IMPACT:
 

Funding in the not-to-exceed amount of $300,000 will come from Power Division Capital Projects or the Operations Budget within the Power System Department.  On-call services are only utilized when and if needed and although there is a not-to-exceed amount, this does not mean the total amount will be used.
