Temporary Staffing Behind Employees Assigned to ERP Project

RECOMMENDATION:
 

Approve two Limited Term positions in the Customer Services Department and two Limited Term positions in the Financial Services Department for a two-year duration to fill behind regular employees who will be assisting with the implementation and configuration of the Agency’s new enterprise resource planning (ERP) software.

BACKGROUND:
 

The Information Technology Division of the Technical Services Department has initiated a project to identify, purchase, and implement the Agency's next generation ERP system.  An ERP system is a suite of integrated software applications used to collect, store, manage, and interpret data from many business activities including utility billing, financial management, human resources, payroll, and work order management.  The ERP software selected by the Agency will replace the current Central Square product which is more than 20 years old and is nearing the end of its service life.

 

The implementation and configuration of a new Agency-wide ERP system is a complex and time-consuming undertaking.  It requires the commitment of considerable staff resources.  This staffing commitment is likely to impact the Agency’s day-to-day work activities.  Consequently, the Customer Services Department and the Financial Services Department are each requesting two Limited Term positions for a period of two years to fill behind existing Agency employees who will be assigned a full-time role with the ERP project.  At the end of the two-year period, these four Limited Term positions will be eliminated.  This is a temporary staffing solution which will allow the Agency to properly implement and configure the ERP software while continuing to provide necessary service to its customers.

FISCAL IMPACT:
 

Funding for these Limited Term positions will come from the Customer Services and Financial Services departmental operating budgets.
